There's a local retro-game show flea market thing that happens every year (except 2020 because Covid), I'm gonna try to see if I can't sauce a new 7800 and power supply from there. I bought mine for 70$ but with the prices of retro games skyrocketing because of normies and stimmies, I expect prices to be around 100$

Anon that’s normal. Old wall wart linear supplies are not regulated. You can put the leads in any console psu and it will read high because there’s no load. Also there’s probably a 7805 that is regulating it down to 5v in the console. It depends though. Some old shit did -5v or 12v for old ram. You’re probably fine. What makes you think the console is fried?
