Why was Trashure so much shittier than usual during 6th gen? Did they just stop trying?

tiny toon is an alright beat em up and the basis for omega factor
main differences are the focus on assist characters, fightan inputs for super moves and no shmup levels
the yoku block sequence in that one level can fuck off
