While I want to agree with you that it looks shitty, I can only wonder if it was probably actually like that in the original source files. The game was made with a 320x240 resolution in mind so why bother with more detail that what will be rendered. Yes, I know the non ps1 versions use higher res backgrounds, but those come off as an after thought to me considering all the overlays, the entire police station, and a couple other random backgrounds here and there were still in 320x240.

Thinking more on it, if you're going to boost the internal resolution and be done with it, you get high res 3D on very low res 2D backgrounds, and it looks pretty terrible. There's such a jarring difference between the 3D assets and the 2D backgrounds, it's really distracting. Comparatively, low res 3D paired with low res 2D provides a cohesive aesthetic, blending everything together.

NN upscaling, while imperfect (as >>6855787
mentioned it really needs to be touched up by a human to get everything looking right), does blend well with the high res 3D you get when pumping IR, giving you a much better image than you would otherwise get by increasing the resolution and leaving the background assets alone.

A filter is not even a valid comparison. Artifacts are only really a problem here when you zoom in which you can't do during gameplay. It looks fine when you display the whole image on a 1080p screen. The higher internal rendering resolution doesn't matter in this case.

The algorithm really biffs it here and there but I think this is the best way to render the game in a higher than intended resolution. The difference in model and environment resolution is just too jarring otherwise.

Downsampling + shaders are another route to go if you really must enhance these games.

Upscales look terrible and you simply don't see it because you're blind. The comparison is historical rather than technical. I see someone else above has already mentioned Super Eagle et al, so yeah. I'm pretty confident that algorythmic upscaling will be there one day, but at the moment it's not even remotely ready. As a curio, these backgrounds are more or less interesting, but using them to play the game is just silly.

Usually with these kinds of mods for pre-rendered background games (or even other games) there's a lack of attention but aside from the potted plant thing in the bottom right and the wall it's on warping a tiny bit the HD version is spot on, every object is in the same position, the same color, the little painting on the wall is right, the magazine on the table, even the diagram on the whiteboard is right.

I'm playing this on my early 2017 gaming build with a ds4 controller on a 1080p monitor. The speed difference compared to original hardware makes me hard. Everything feels so much more responsive. This is the way RE3 was meant to be played. Going to do a few slow hard runs to take in the sights before a few speed running autism runs.
