It's not an inaccurate statement, though I feel 3 is at least a passing grade for having a fun engine, although the enemies don't pose much of a threat at all.

2 lacks all of the intensity of the arcade version that made it good. It's a lackluster beat-em-up with a good soundtrack.

Yes it's fantastic, expands on everything in the original and fixes many of its flaws. All the existing characters have expanded movesets, there's a combo system, way more enemies on screen and a bigger playfield, bosses are improved and the new characters play very differently. Not to mention the ost/graphics update and co-op.
