The problem is the resolution is way too high. It's more like what a Game Boy screen looks like if you photograph it with a macro lens than what it looks like in any natural setting from a normal viewing distance. The blank spaces between the dots are also way too big and pronounced. Pic related is from Google, even a blind man could see the difference between this and OP's filter.

It’s mostly the shadows that hide the dots in an actual GB screen and blend them together. If there wasn’t the shadow under them you’d be able to very visibly see it. With the GB filter on retro arch you’re supposed to enable the shadow filter as well

Both the cutscene and the manual art were illustrated by the legendary Yoichi Kotabe, the character designer responsible for the original Link, Princess Zelda, Ganon, and for most of the Mario casts' designs. It is an indisputable fact that he was an employee of Nintendo in 1993.
