They were trying to reunite with their squad mates and by that point the conspiracy was starting to unravel. Similar case with RE2, Leon's boyscout obligation to duty drove him to find out what was going on and Claire was looking for Chris, plus trying to find other survivors. RE3, that one confuses me.
