The puzzles in that game sucked. The characters, setting, themes, and the basic gameplay concept were amazing. Ditch everything else and fix the bullshit controls and you've got one of the greatest games of all time.

They also went out of their way to promote the Mariners by making Ken Griffey games, as he was the Mariner's breakout star.

Originally Punch-Out!! was only available in Japan as a limited-edtion tournament prize. It was primarily developed for America because Nintendo felt that it would not sell well in Japan.

Wow, there's a lot of misinformation in this thread.
So to clarify a few points:
NOA originally created Star Tropics to promote Ken Griffrey Jr, but Griffery pulled out at the last moment while the game was being localized for Japan. So instead of scrapping the entire game they did a sprite swap and replaced him with Mr. Dream. Later that same year Mike Tyson's punchout was released based on the arcade boxing game "Mr.Dream's Fighting challenge", but because of licensing issues with the mariners (who nintendo owns) it was localized as Star Tropics.

Capcom, Sega, Konami, all the major publishers are focusing on mobile games, barring a couple big franchises. Even Nintendo finally threw down. This is not a new development. Japan doesn't buy consoles anymore, nor do they develop for them. Former big name games like Castlevania, Sonic, and Mega Man aren't even developed by Japanese companies anymore.
