Sega Rally 2 was ported to Windows 95 PC and it was based on the Dreamcast version. The original Dreamcast port does have some framerate issues and the PC version does run better. But there is a weird cheat code in the Dremacast game that lets you play it at 60fps, but the game removes some background details to do it.
