I think this guy isn't 100% reliable for stuff regarding other systems, but for NES he gently provided a recording for that flickering effect seen in pic related.

In motion it looks horrible, even more if scrolling speed isn't synced to it. As I said, try blaster master, tank speed is synced to phase, but on foot it's slightly slower and artifacts pop up everywhere.

cheap lcd are horrible for motion.
and outside of nes, many console have stock/easy mods for getting at least svideo.
