Bit more complex than that actually, but one could extrapolate that the pump shotgun has a MACVSOG style duckbill choke for a horizontal, but nominally tight spread, and that the double barrel has no choke at all (possibly it had one before being cut down, usually a feature on antique double barrels with fixed chokes, giving people the impression that the shorter barrel is what changes spread, once they're cut down).
The larger amount of pellets per shell could suggest smaller pellets, which would spread out faster than larger pellets, especially without a choke.
Gameplay wise, each individual shotgun pellet does the same kind of damage though (that of a pistol bullet, which with buckshot, is actually kind of right).

As for them then being the same ammo pool, well, that's just artistic license and gameplay simplicity. You also have no magazine changes for the pistol or chaingun, no reload animation for the pump shotgun, and the rocket launcher seems to endlessly feed rocket after rocket with no really visible feed mechanism or magazine.
