I think the best balance would be to just give the crossbow a new dart type or two, e.g. maybe an electric stun-dart that works like a long-range prod and doubles as a camera/turret deactivator. Or maybe some kind of silly electric pistol that uses prod ammo.

The hub of NYC is basically just Hell's Kitchen/Smuggler's/the Ton/the bar. For Paris, it's the streets + the bar, which is less on paper but at the same time, the Paris streets themselves are a bit larger than Hell's Kitchen. You got to do a quick drug burglary in a bakery, enter a hotel, a cafe with a kitchen, a couple additional apartments, a small media store, plus some backalley/peripheral stuff. Though to be fair, there are early screenshots of Paris which indicates it probably was a bit bigger at one point, see pic rel

I don't think the game really needed any more hubs after Paris though. Would have been highly welcomed, but as JC narrowed down on the conspiracy and how to thwart it, so too was his need to stick around in places for long.

Just remembered that of the various early alpha Deus Ex photos, there's one that kind of resembles the streets outside of Morgan Everett's home, even though the player never gets to walk around there in-game. Tracking down Morgan would have been a cool main mission for an MJ12 Paris arc, especially if you gave Toby Atanwe some special abilities (instead of turning him into a glorified chauffeur). Destroying the last powerful leader of the old Illuminati would be an obvious goal for Page & Simons.
