Just about any small town or village in Daggerfall is comfy. I usually settle down in Broadmont Wood as it's one of the smaller, non-walled towns with a bank (so you can buy a home for yourself). Pic attached.

Beregost is my favorite civilized location in the BG franchise. Big enough to have basic services, but small enough to feel serene and out of the way. Great place to lay low, base adventures out of, or stay out of Sword Coast politics for a while.
