No they aren't. That's why Disciples II isn't classified as an RPG but a TBS, or more specifically as a 4X game.

I like how you conveniently skipped the part where you have and maintain diplomatic relations with other players (although the system is really undercooked), upgrade your parties, research upgrades (or spells in this case) and explore the map. You know, when you describe it like that, it sounds like I'm talking about Civilization and not Witcher.
