I never finished Phantasy Star IV (only played like 10 hours or so) but I think it's a 50-50 on your question. The story is decent enough as a standalone (and is set many years apart from the previous Phantasy Stars), but there are callbacks and references to the old games that you'd miss if you skipped PS I-III. While you could (and many anons have) enjoyed PSIV on its own, ultimately it's better if you played in order.
