Quirky speech patterns are an old trick to add an effective but shallow identity coating to characters; the japanese in particular can't get enough of it.
The game implemented an "auto accent program" that automatically processed the "master" lines to output the individual characters' particular mannerisms. It's pretty impressive, but probably hell to adapt to other languages (and thankless too, as weeaboos will always prefer autistically thorough footnotes to actual adaptational efforts)
