Fixed it (sorta). The ArcadeVGA is just a modded 5450 so the idiots before me installed 5450 drivers because that's what windows does automatically.

Uninstalled that shit, manually installed the ArcadeVGA drivers, and look, you can see a clear picture?

The problem is, the picture shifts down constantly and then bumps back up. Does that have to do with like, refresh rates? I feel like it's a simple config change. Help?
