And the console outputs are 75 Ohms precisely because there are 75 Ohm resistors at the outputs of the decoder. This is because the output of the video amps are typically of low impedance.
If the console does not have resistors between the decoder and the AV connector, like the Genesis, you have to put the resistors somewhere in the path, regardless of cable type.

This is not always the case. If resistors are needed, a 75 Ohm coaxial cable does not make them unneeded.

In this pic we see that the PS1 does not have coupling capacitors in the line from the the encoder to the connector and thus it has to be added to the cable.
