Kula and Leona aren't that much more sexualized, they're just drawn really badly and look like generic anime characters instead of distinctive and interesting. What's sad is we're finally at a point where the graphics could look like moving Shinkiro art, but we'll probably never get it.

It bugged me because other than NRS pretty much every other big fighting game is super cartoony. Tech is at a point where the game could look like a moving Shinkiro painting, but instead they over proportion everyone and slap derpy anime faces all over.

IV is a little better at least and more since the update, but still not great. And wow that roster is ass and some of the worst characters of all time.

Even then it's mostly covers for shit if you look at the site he gave and that's par for the course with a lot of commercial illustration. It's kinda shitty and lame, but when it's just some dude trying to pay his rent and only getting maybe a couple hundred bucks for the job, cutting corners is understandable.

When most people talk about liking video game art, they mean concept work and character designs.
