Sprite scaling racers can do basic slopes, as long as you're only travelling forwards.

For Mode 7, you could do more of a 'Pinball' thing, have jumppad sprites, or combine with some very basic polygonal 3D - like the Jetski section of California Games 2 (PC version), or the Archimedes version of Starfighter 3000:

You could perhaps combine these two approaches in alternating levels for more variety.

No one's saying it would be ideal - or even very good - just theoretically possible, and probably would have impressed people in the early 90s.

The draw distance here is pretty brutal, but could potentially be improved in several different ways.
