It could be but also unlikely.
3D Realms were the ones in charge for DNF until Gearbox took the rights after over a decade of development.
After acquiring it they said "Hey Half-Life is popular right? And many consider Opposing Force almost as good,right? We made that shit so let's make it inspired by it"

Also accoring to certain rumors many devs were in a really bad mood(don't blame them) while making the game,hence why that part turned out like that.

Let's also add Halo and COD were dominating at the time and you get the crappy game mechanics.
