Western train games seem to be more relaxed and focus on more technical aspects (?) of the whole thing. Japanese train games were created as arcade games, so they take the Japanese train punctuality and turn it up a notch. It's intended to be precise and harsh to eat up your quarters, so it's challenging. Eventually console versions and sequels got released and they relaxed a bit.
