There are some good text-heavy japanese games, but I mostly agree with you.

Maybe you just haven't played enough retro games.
Pic related is an amazing parody of Marco Polo's journeys, has a lot of narrative, characters and nuances that I think not even modern games manage to accomplish.
The problem with modern games is that they're trapped in so many clichés and tropes.

I hear you, there are a lot of interesting adventure games that will likely remain untranslated. It's just better to learn japanese.

Can't think of anything like Killer7 in retro consoles (or non-retro, for that matter), but if you want weird japanese games, I'd go for the Famicom, that thing has too many games and many really weird ones, the thing is many of them are japanese-only and text-heavy, same with many PS1 and Saturn games.
