Yup, that's the abomination we got in PAL territory. Compare that to the versions in pic related. The top is the US cover, which isn't great but at least somewhat better. But both pale in comparison to the gorgeous Japanese original at the bottom. I honestly don't get how anyone sees that artwork and thinks "You know what this needs for a western release? A generic sword over a flaming background / some 3D render of this Nina chick".
