From whatI understand, Sega Japan wanted each "generation" to have a different mascot. For SG-1000, it was this rabbit fucker. For Master System, it was Alex Kidd. For Mega Drive era, it was Sonic the Hedgehog. Post-Mega Drive was a hotmess of company branch politics so Saturn didn't really have a true mascot, but you can tell they wanted it to be NiGHTS. Dreamcast was when Sega Japan decided to throw the Americans a bone and bring back Sonic as the mascot, on the condition that he was reinvented.
You can bet that Sega would have kept cycling through mascots if they didn't go third-party.
