That's just because she's a hot demon girl. SF3 Ryu's sprites looks awesome with all the weight and volume put into the animation, in the clothing specially.

Still, it's amazing Morrigan's design works at all given the amazingly stupid concept of her look

Morrigan got just a couple tweaks from her chosen candidate, losing a skull on the stomach of her leotard and replacing her pumps with boots. Akiman says that Chun-Li getting boots was a last minute change as well.
