7's pacing is tight, the world is actually exciting to explore without stretched out for gameplay nonsense, there's tons of side content and secrets, the characters are fun, the materia system is the absolute best system in the series, the sound design is incredible, the soundtrack is incredible, the story is complex but not complicated and both satisfying yet easy to grasp, the design of everything is iconic, etc etc. It's not overrated, it's just that FF7 is so well made and so far ahead of not just every other Final Fantasy but most RPGs altogether that even it's detractors can only argue that it's "yeah it's great but not the greatest".

There's really no point even mentioning it in series or RPG rankings anymore because it's so universally beloved and recognized as being top tier that it will always be 1st place by a wide margin.
