Apparently Sin and Punishment 2 got made because the virtual console release on Wii sold pretty well, and the game has always received praise ever since it came out in 2000.
But yeah it was still amazing it got done, and it turned out to be the best sequel Treasure ever did.

You'll need to softmod your Wii and install a WAD loader, then download the S&P WAD.

By the way you can mod your N64 to play japanese games, it's not too hard, just need to open it up and chop off 2 plastic shoulders on the cart slot.

It was never released outside Japan physically, though there's the VC release on Wii. I'd still reccommend playing the original on N64 simply due to the controls.
As for the language, the game's voice acting is originally all in english (with japanese subtitles).
The only probelm you might come through is that the game's options are all in japanese, so if you can't read katakana you might have some trouble setting the difficulty on hard, but nothing you can't figure out by trial and error I guess. As for the game, it's a pure action game, perfectly playable for anyone, whether they know english or japanese.

There was actually a troll a few weeks ago who would spam "n64 is overrated" bait threads daily, so no, you're not the only one. Although everytime people say the N64 is overrated, and then talk about what games they know, it's evident they haven't delved into its catalogue too much and only know about 1st party/Rare games, but that can't be helped.
At any rate, N64 is both overrated and underrated. Lots of people praise it because of the same games everytime, while others trash it without really knowing much about the catalogue.
