RK2023 without question. It's $75 (which is only a little more than the MM+), has a horizontal form factor, twin sticks, and gives you some access to n64, Dreamcast, PSP, and a tiny bit of Sega Saturn.

The RK2023 is $75, comfortably fits in your pocket, does great PS1 emulation and decent PSP emulation, and has a horizontal form factor. Not the best handheld in the world, but it's my go to recomendation for a budget that isn't a RG35XX. The RG35XX is also good, only $55 when on sale, and can do PSX emulation, but it's a vertical form factor and isn't as powerful.
