It's a matter of perspective. Strogg on Hard+ only show different pain textures, but them not getting staggered makes you realize how they're more in your face and thus more of a threat. Doom 3 enemies aren't as passive, though. They'll often react to big hits and have a "cooldown" mirroring Quake 1' somewhat.
For FEAR there's just tons of great feedback from the enemies and how they respond to the environment, like blasting a guy and having his blood fly on the ceiling after another ends up in a bloody broken window. It's so satisfying that you don't even notice the lame weapon textures and lack of shotgun muzzleflash.
