Exactly that is what I meant with outer shielding, you just connect that to ground on both side.

On this pic you see it how the core is connected to an input and the shielding to the nearest ground.

Yes, but still connect the shielding to the correct ground pins as you can never know what's exactly behind any SCART socket, there could be shielded wires or even separate ground wiring behind it.
Often all ground pins of an SCART socket are shorted together in generic TV sets but still there could be exceptions to this.
