It's an interesting thought. I suspect that like many homebrewed ports, this makes use of some technical knowledge which was less common at the time, possibly also methods for compression which didn't yet exist then either.

The Genesis as a machine can clearly handle a very faithful port of Wolfenstein 3D without getting extra help from the 32X or Sega CD, I always thought this was a cool one, but I wonder how realistic it would have been back then.
I'm not deep into this kind of knowledge, so I could be a fucking retard who's wrong, but I'm assuming there's some real reasons this one never happened.

Possibly it could be publishers being fucking fags and not being interested, remember how Lobotomy Software made a port of Quake for the Saturn? They also developed basically that same port for the Playstation as well, and they shopped it around, but no publisher took any interest in it so it just sat.
