A cheap ghetto-tier thing you could try out would just be to wrap the console+TV together with tin foil to block outside electrical signals, I guess

Yeah, besides the whole 50/60hz thing, NTSC and PAL are different standards for encoding color video. This is also why it can still be possible to get a B&W image, since they're both backwards compatible from oldschool B&W video signals. AFAIK there's no easy way to change a video encoder to do PAL instead of NTSC or vice-versa.
