Because English and Japanese are really fucking different in how they work, so it's actually pretty hard for someone raised on one language to become really fluent in the other, so it actually takes quite a lot of dedication and effort, it's not like an English speaker learning German, where a lot of the same rules apply, there's a lot of things which seem obvious in English which they just don't have.

Your best bet is really to start very early in your life, but there's a reason that Engrish exists, which there's an counterpart to in Japan, shit's hard. Much Engrish is even "Decorative English", which is basically the same thing as when a Westerner gets tattoos or design of random Eastern characters and symbols without necessarily knowing what they mean (if they even mean anything coherent at all).
