>I got them to play a little bit of Bolt Action, but they didn't feel like investing in an army since they already have so much different 40k stuff.
Aren't there multiple manufacturers of WW2 in 28mm? Warlord obviously but also Perry, Rubicon, PSC, who keep the price down?

>That's bullshit. Nothing about that release model forces Codex creep to happen. It's bad designers, 100%.
Eh, think about it. They aren't being paid to make a balanced codex but to make a codex that sells more models. If they're not writing it at the same time as every other codex is being written, buffs they make to comply with desired sales results occur in a vacuum, hence power creep. Eg:
Staggered writing:
>hmm, GW wants to sell a lot of primaris centurions in 10th, but how will I make people choose them over gravis?
>ah yes, just make them better and more cost efficient than gravis
>but hold on, what about units vulnerable to gravis? Eh, it's whoever writes the NPC faction codexes job to sort them out. Until they come out being OP's a feature not a bug.
Simultaneous writing:
>hmm, GW wants to sell a lot of primaris centurions in 10th, but how will I make people choose them over gravis?
>ah yes, just make them better and more cost efficient than gravis
>but hold on, what about units vulnerable to gravis?
>Hey, writers of the other codices? Buff some of the units vulnerable to gravis and centurions!
