In practice it refers to everthing from superstition that your gun has it's own personality, through simple automated processes all the way up to machines with bits of vat grown or convict-farmed brain tissue in them, and even low level AI that is excused as just a particularly active machine spirit.

Astartes have several recruitment worlds and generally only show up every few generations and only take some. Some chapters also take from worlds they fight on, instead of having regular recruitment worlds.
Either way, the impact is negligible. Consider that on most worlds, there are millions to billions of humans and recruitment will, at most, take a few hundred and that's staking it really high. A few hundred every fifty to hundred years is nothing.

At one point Squats were common, then they were gone, then they were nommed, then they were Tau client races, then they were slightly nommed. Tau has a story about how Longstrike headshot a titan at Taros, but the Taros campaign had 4 titans, and only one was lost to enemy action, and it wasn't killed by a hammerhead, but by a tigershark.

AdMech have a history of reclaiming old technology AND defying the Imperium's many other mandates as well as deifying technology that they don't understand through the Machine God religion. Their order and the AI of the men of iron are both old enough that no sane individual has survived from then to actually know what the MoI were. They are integrated with their technology, and their technology also canonically goes insane. You point at Tau not having psykers, but forget that AdMech has no psykers, either.

There's a canon story where a Magos straight up decides that Tau rail rifles have tortured machine spirits literally because the weapons make a high-pitched noise when fired.

You can call it what you want, but a piece of software or wetware that performs computational, control, and decision making tasks is an AI. This is all basic Asimov. The fact that you can't put 2 and 2 together and take shit at literal face value doesn't make you a lore expert, but rather an idiot.

The Codexes even say it would be impossible to enforce even if the High Lords wanted to, they kind of just assume most Chapter Masters stick to the honour system and do what the Codex Astartes says because they're uncreative indoctrinated killing machines who trust religiously in written doctrine - but there are plenty of exceptions. The Space Marine Codexes literally say it is impossible to enforce and the High Lords don't even try. Guilliman didn't "force" shit, he convinced them, and he didn't even convince all of them. Vulkan and Russ straight up refused and to this day the Space Wolves and Salamanders are still effectively Legions although they're greatly reduced from the numbers they had in the Crusade era. Dark Angels follow the letter of the law but all of their Chapters answer to Azrael anyways, they are a Legion in all but name. Black Templars just don't give a shit. Any Chapter can decide at any time not to follow this rule.

5-man sisters (or Inquisitorial Stormtroopers), and Immolator. In early 5th, the flamer version. The Melta version after. Your troops, elites, fast attack, and Heavy Support were all "5 sisters, Immolator."

The first thing IMO is ensuring each slot has at least three distinct choices, so some minor shuffles here and there. I imagined them playing almost like "Imperial Eldar," specialized but with a lot of interlocking components and synergy.

Troops: Dominions (nerfed/pricehiked some), Repentia (they're literally repentant sisters, not elite), and Sisters Vigilant (Riot Shield and Pistol sisters that "tank" for other units).
Elite: Celestians (the "all arounder" choice, superior targeting due to their Sabbat-Pattern Helms), Sisters Prononatus Infiltrators (think Stalker Boltguns, Demo Charges, and other "terror" weapons), and Sisters Madrigal (a "War Choir" of a sort, that can buff nearby Acts of Faith or Deny)

I personally run 2 Ironclad Dreadnoughts with Chainfists and Hurricane Bolters, since I like them being T8, and I needed some heavy Anti-Infantry CC units to protect my Lascannon Razorbacks.
The Dmg 4 AP-4 gives them a nice edge against other Dreadnought equivalents in combat, plus, the WS CT is a cherry on top, since you can proc the mortal wounds every turn.

It really depends on what you want to add to your list though, If you need Ranged Antitank, grab a Venerable with a Lascannon and Fist.

In a Black Crusade? Yes, I'd hope they'd obey orders for that long or come up with such a plan on their own. You don't even really need a cyclonic, a big regular nuke would work fine, or a warp bomb, or a sufficiently fuckheug regular explosive, it's just a Cyclonic Torpedo or a few has a much larger margin of Fuck Your Assault Force, AKA This Continent. You don't need every single Chaos Marine to be agreed on this secret tactic, you could have a single warband pull it off with resources they should completely have if they are running even a small fighting fleet.
"But our enemies are underequipped tactical incompetents to a man" is an odd justification. Hell, Abaddon in FoCadia even acknowledged outright he should have just held himself back or gibbed the planet rather than going down himself. More sensible than Guilliman.
Also, are you seriously suggesting that Guilliman is protected from nuclear missiles or other WMDs because he has a few thousand heavy infantry bodyguards at best?
