The "metal" parts are form fitting, have no real gaps, and stronger than steel yet cause no reduction in range of motion and feel light as air. The "cloth" parts tend to be long, flowing, light, almost sheer, and will never block your vision or movement. Both tend to be stereo-typically "good" colors, extremely comfortable, always in pristine condition and seems to softly glow except when you're trying to be stealthy

Technically yes, though for the most part they are more like a recording of the person they once were and don't really seem to have much in the way of free will. Exceptions exist, particularly powerful souls and personalities will let a petitioner retain more of their previous life and self determination (though not enough to change alignment). Incidentally, these ones also act as the best raw materials, whether it be clothes, weapons, new angels, or other things.

Based on what? Even disregarding the possibility of magic/divine enhancements I've always seen angelic gear as more practical than ornate (though still very ornate) and I doubt most would get in the way of movement
