No? It happens on Damage timing. So if Damage happens (to anyone) then you can trigger the effect.
Now, I think that you can only use one Damage timing maneuver at a time. So if you hadn't refreshed Cracked Flesh and then took damage, you wouldn't be able to refresh it and then use it.

Any stories on individual or even groups of these robots roaming the galaxy by themselves are utterly false, lies, panic-mongering and double tech-heresy. And even *IF* they were true, would simply be a case of the Omnissiah sending them as assistance rather than the Mechanicus tolerating rogue AI because it shows up at opportune moments and stomps our enemies for us.
