Price isn't the only factor. All-solid rockets can be stored and launched at short notice and in bursts of launches in rapid succession. (technically Vega isn't all-solid, but the small storable-propellant upper stage isn't going to take longer to get ready for launch than the payload)

More to the point, there are military applications involved. Vega is essentially an ICBM.

Vega is one of the only small launchers that is NOT derived from an ICBM! It is derived from the boosters of the Ariane 5. Japan's Epsilon is the same (H-IIAs solid booster), whereas the American, Russian, and Chinese small launchers are all derived from their ICBMs.
