According to gravitoelectromagnetism, and that is not electromagnetic fields can affect gravity bullshit, you can generate a gravitational dipole if you have a changing mass flow moving in a toroid.

Only problem is that in order for the effect to be significant you need a lot of mass or ultradense matter. Oh yeah, and you have to have a changing mass flow which makes things even more difficult. So even if we had magical ultradense matter, we couldn't really use it to create a continuous gravitational dipole.

Of course if materials with nonlinear 'gravitational permeability' could be found, it might be possible to make such a thing. Unfortunately, this already requires ultradense matter, which we will probably never have in our life time.
