According to gravitoelectromagnetism, and that is not electromagnetic fields can affect gravity bullshit, you can generate a gravitational dipole if you have a changing mass flow moving in a toroid.

Only problem is that in order for the effect to be significant you need a lot of mass or ultradense matter. Oh yeah, and you have to have a changing mass flow which makes things even more difficult. So even if we had magical ultradense matter, we couldn't really use it to create a continuous gravitational dipole.

Of course if materials with nonlinear 'gravitational permeability' could be found, it might be possible to make such a thing. Unfortunately, this already requires ultradense matter, which we will probably never have in our life time.

Forgive my ignorance, but if you were to look at a black hole as the maximum gradation of gravity (in terms of how strong the force is and can be), could you then approach a white hole in the same way and assume that the force repelling everything from it could be scaled down in strength (as gravity can be)?
