It's because for people evolving in Africa, intelligence wasn't as advantageous for survival than in colder climates with less predators, such as europe. So then when civilization came about, intelligence became even more so advantageous for survival. And blacks are more athletic because running fast was advantageous for surviving predators and hunting food and such.

lols. it could be because the neanderthals with which our ancestors interbred had some interesting genes they passed on to us, but not to africans. neaderthals seemed to be more autistic than homo sapiens, they were apparently less sociable. maybe they left us some genes that increase specialised intelligence, so we kept both the social nature of the homo sapiens and the autistic focus on specialised knowledge streak.

another possible explanation is that they usually have more circulating testosterone and they may value dominance more than intelligence.

it's also possible that our anthropology gets our species wrong or doesn't have the balls to say that we are not really so homogenous as a species, but we're actually a collection of quite different branches of hominds with varying traits. if this idea were pursued by science, of course it would be a political scandal so it won't be researched even if it's partly true.

If the test discrepancies are due to culture then why do Asians test higher than whites? A black American and a white American have very similar cultures but Japanese kids test higher on tests designed by Germans and Anglos. This suggests to me that the tests are objective and that there are real differences in these abilities that are influenced by genetics.
Here is another question: so fucking what? I am Irish. We are short, stupid, hygienically challenged and tend to drink. Some or all of these qualities may have a genetic component. So fucking what? We are also artistic, likeable and worth twice our weight in a fight. Some or all of that may also be genetic.

I've seen the IQ statistics everywhere (4channers are obsessed with them) and they are quite convincing and look legit. Yet most blacks I have met IRL don't come off as actually having an IQ of 85. They definitely have different personalities from us whites and Asians. I am able to tell a stupid person pretty quickly, even in conversation. For instance, you say something somewhat complex or convoluted, requiring some thought to process through, and the other person can respond if they are able to decrypt what you mean. In my experience, they haven't been particularly deficient in that regard at least.

I think they are capable of doing well academically; they just for some reason do not exert enough effort. Probably genetic, unfortunately.

Africans, whose ancestors did not breed with Neanderthal, have only the genes of wilderness survival and competition, and do not perform as well in large communities.

So in a white man's world where cooperation is required, black people don't do so well. But if society collapsed and we had to fight lions for food, black people would be better fit for survival.
