By the looks of it, yes. The timestamp shows a significant outgassing inconsistent with engine output behavior and also inconsistent with what an FTS would do. It was also asymmetric in that it was on one side only. So I strongly suspect a decompression failure of some kind: either one of the RVACs exploded or the hydraulics in the skirt exploded and the surrounding shrapnel punctured other engines that the FTS computer found the ship to be have asymmetric directional thrust, which would deviate it from its flight profile and that triggered the explosive charges and destroyed the ship.

We know from IFT1 that the booster is insanely robust to damage and atmospheric stresses at least towards the engine side. However, the Ship may not be nearly as much. The thing to keep an eye out for Ship 26's changes or the next iteration, if they skip over it for IFT3, is there's added reinforcement to the engine skirt and ranks as well as to the shield. If we see that, then the aforementioned above would prove true. If we don't see that, then it might just be a hydraulics failure and the move to eTVC for the ship will fix that too.

ULA will be fine if it trims off the fat and downsizes even more than it already has since the United Space Alliance days. Tory is leaning all in on government contracts and deep space scientific payloads. Starship is extremely good as a LEO transporter and as a Mars transportation system, it will dominante commercial space and lay the groudnwork which all rivals and chink startups will copy, but its not very good for high energy or complex orbits. Starship can't burn into a geostationary orbit and then deploy a spy sat, it can only do GTO, and more importantly the mission archietecture of 6 to 14 tanker flights for a high energy trajectory will not be stealthy at all. Expect ULA (or whatever its called in the future) to be getting more military payloads than SpaceX even if Starship is cheaper per flight than falcon.
