would buran have been more effective and cheaper than the space shuttle due to all the benefits and improved reusability it had over the shuttle, or would it have been just more expensive due to the added complexity?

Completely different economic systems so there isn't a good direct comparison. They were generally comparable systems, excepting things like being able to use Energia/Zenit separate from the orbiter as a general heavy lifter.

The boosters did land retard. This capability simply wasn't used on the first two flights since the compartment storing the landings legs (the dark grey ones) were use for various other instruments for the test flights.
