ISP matters the most in space. In atmosphere you want thrust to get out of the gravity well ASAP. The problem with hydrogen 1st stages is that, while efficient, it takes them too long to get up and moving thanks to lower thrust so their efficiency is burned up my gravity and drag.

Even in space there are complicating factors. For instance- hydrogen has the hilarious ability to phase through solid metal, so if you're using it for any length of time you have to put on a bunch of insulation to keep it put, among other things. Rocketry is just a giant game a trade-offs. No one perfect solution.

Engines wind up and as every valve, pump and fuel/oxydizer/helium line is about to experience extreme stress some sensor somewhere senses that some value in one of the three engines is even slightly off from what the software expected.
So in the blink of an eye, before the engines can even light, the computer pulls the plug before the engines can even get going.
Maybe something was oversensitive, maybe someone forgot some testing code in the engine controller or maybe the engine would've blown up and killed the vehicle, not performed and killed the vehicle or failed to relight and killed the vehicle.
Better to scrub and try another day.

ISP is the rocket equivalent of miles per gallon. A Prius gets great mileage but it won't to a trailer up a mountain. Also it doesn't count the dry weight (tankage, etc.) that you need to add depending on your fuel type. LH2 requires more weight in tanks compared to other fuels, and has other problems like hydrogen embrittlement.

Efficiency comes in all types. ISP, weight, thrust, cost, volume, ease of operations, lifespan, etc.

ISP might be the only thing good if it was old space where you can charge 150+M for single engine(single SLS engine cost more than entire Starship/Falcon9/Falcon Heavy launch cost). But for anyone else with commercial business in mind, you have to consider everything else.
