Because it's a gas generator engine with a dump valve and every time you fire it up you have to prime the fucker. You always see some lumps forming along the extension (remember the famous space mouse?) and you always see some lox "snow".

I'm not sure if the satellite itself will raise much orbit, but it should have some station keeping shit on board to at least maneuver it a bit.

Right now they're coasting for a second burn to raise the orbit further. Should be a couple of minutes for a relatively short burn.
