Why do we waste so much energy cooling the air around us when we could just cool ourselves?

I developed MS-like heat intolerance when I was 13 or so. I thought of adding this to a game concept, essentially down some playthroughs you'd have to develop some kind of thermoregulatory system to function, one of which was a gadolinium refrigerant-like system with pipes permanently embedded in the skin.

An exoskeleton, or "smart" clothing would be a good base for systems like this.

Why do we build cities that sprawl out and need individual hvac?
Why don't we build hive cities like insects do?
You can still customize the aesthetic with the same efficiency
