There is no hard boundary between atmosphere and outer space, the air just gets thinner and thinner. That pic is misleading.
Also Earth's atmosphere is not only bound by gravitational pull but also by Earth's magnetic field, or so I read. Also there is still some degree of atmosphere escape.

The Earth gains approximately 40,000 metric tones of dust every year from space and loses approximately 50,000 metric tons due to atmospheric dissipation back into space. Some of that dust from space will break down and form new atmosphere as the Earth also sheds material from the surface into the atmosphere, everything from dust particles breaking down into elemental parts when exposed to high energy solar radiation over long periods of time to Helium generated from the breakdown of nuclear elements such as Uranium 238 through Alpha decay.

So the Earth is mostly in balance with an estimated 10,000 metric tons of material lost to space each year, or about .000000000000001% of its total mass each year.

It will take trillions upon trillions of years to lose a significant amount of material into space, however the amount lost is rather a lot compared to say, the size of a human being. 10,000 metric tons is a lot until you realize the Earth is approximately 6 Sextillion tons of matter.

The amount of atmosphere being added to the planet is similarly negligible to the amount being blown off by solar wind each year. The main driving force in the short term is volcanism, and in the long term it is indeed solar wind. The magnetosphere brings this down a massive amount. We don't have massive supervolcanoes constantly topping us off like venus, and we're not safely far away like neptune. Really our atmosphere would look like mars but a little thicker if not for the magnetosphere.
