It's a modern stealth aircraft being tested by the USAF and CIA. It's not declassified so it mostly tests near or at USAF bases and near US Navy training exercises.
In order to intimidate other military superpowers and to quell the complaints from US taxpayers regarding the misuse by the US government of over 20 million USD in the AATIP, the US government declassified low quality footage taken by USAF pilots to fuel discussion about the craft and not the program and coasted on the fanaticism of conspiracy theorists by allowing the whole TTSA debacle to bring it all down to pothead tier levels of discussion, successfully posturing against other military superpowers and avoiding public outrage over wasting tax dollars.
This is the simplest explanation and requires no aliens or conspiracies other than a routine misdirection move made by a government famous for sweeping scandals under the rug. In other words, there is nothing strange or unusual about these aircraft or events.

In "Legacy of Ashes", there is a chapter that talks about how the CIA leaked news about aliens to a foreign press to distract the populace when they were caught in a covert operation there.

This tactic seems pretty effective, people generally want to believe stuff that lets their imagination go wild. If releasing this picture of a flying dildo convinces enough people that there's aliens, then if I were a government bureaucrat I'd do it every time citizens asking too much about where their tax dollars are going.
