The main advantage of steam engines was rotary power anywhere.
Wind mills existed but we're unreliable and difficult to set up in a short time but steam engines would have been able to be placed anywhere and quickly. Just add water and something to burn.
That fact alone would have got the minds of people thinking on how to apply it in other things.
