So why aren't we developing Thorium reactors? They are vastly better than existing ones on paper, so what's preventing their implementation? Budget? Now sure they aren't very good at creating fissile material for nuclear weapons, but don't most countries have enough nuclear weapons already maintenance aside.

For the same reason we're still using coal burning plants in some places and I'm using a 10 year old laptop. Building it's expensive and it's easier to keep what we have until it's absolutely nonfunctional.
