Virtual particles are created. Virtual particles are not particles, just excitations of quantum fields that look like what you'd get if a particle was there. Some of that energy bleeds off into the universe. The black hole has lost a tiny bit of energy, so it shrinks.

The law that the universe should eventually decay into an entropic soup of nothing and that there can never be a permanent distinct structure in the universe that doesn't eventually decay into that soup as well is the reason memes like Hawking Radiation and even QM in general exist.
